Community Development Block Grant (CDBG)

The Community Development Block Grant (CDBG) Program is the principal Federal program providing localities with grants to devise innovative approaches to improve the physical, economic and social conditions in their communities. Although spending priorities are determined at the local level, the stated purpose of the law is:

"The development of viable urban communities, by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income."

Palo Alto's CDBG Program is directed toward expanding and maintaining the affordable housing supply, promoting housing opportunities and choices, maintaining and improving community facilities, and providing supportive services for targeted low-income groups, including persons who are homeless, persons with disabilities, the elderly, and other special needs groups.

The majority of funds are distributed to local nonprofit agencies in the form of grants to carry out eligible activities. While the Palo Alto City Council decides which projects to fund from the applications submitted, active citizen participation is an important feature in the CDBG process. A seven-member CDBG Citizens Advisory Committee (CAC), appointed by the Mayor, assists in the assessment of projects presented for funding consideration.

Any questions regarding the CDBG Program should be directed to Robin Ellner, CDBG Secretary at (650) 329-2603 or by e-mail at robin.ellner@cityofpaloalto.org in the Planning Division of the Department of Planning and Community Environment.

Draft CAPER Report for Fiscal Year 2009/10
As a recipient of CDBG funds, the City is required to prepare a five year strategic plan called a Consolidated Plan. The Consolidated Plan addresses the housing and non-housing community development needs of low income persons and establishes annual goals and objectives to meet those needs. On an annual basis, the City prepares an Action Plan, that lists the activities that the City intends to undertake with CDBG funds to address the needs and implement the strategies identified in the five year Consolidated Plan. At the close of the fiscal year, a Consolidated Annual Performance and Evaluation Report (CAPER) is prepared that documents the City’s progress in carrying out the activities identified in the Action Plan and in meeting the goals and objectives within the larger framework of the Consolidated Plan.
